The Yearbook of the European Convention on Human Rights, edited by the Directorate General of Human Rights and Legal Affairs, is an indispensable record of the development and impact of the world's oldest binding international human rights treaty.It reviews the implementation of the Convention both by the European Court of Human Rights and by the Council of Europe's Committee of Ministers, responsible for supervising the application of the Court's judgments in the member states.The Yearbook includes: Full text of any new protocols to the Convention as they are opened for signature, together with the state of signatures and ratifications. The "European Yearbook" promotes the scientific study of nineteen European supranational organisations and the Organisation for Economic Co-operation and Development (OECD). Each volume contains a detailed survey of the history, structure and yearly activities of each organisation and an up-to-date chart providing a clear overview of the member states of each organisation. Each volume contains a comprehensive bibliography covering the year s relevant publications.

Besides generating wealth, globalization makes victims, including victims of new forms of crime. In this edited book of scholarly essays, international lawyers and criminologists reflect on the legal challenges posed by these dark sides of globalization. Examples include transnational organised crime, human trafficking and corruption, cyber crimes, international terrorism, global corporate crime and cross-border environmental crimes. The authors reflect on the limits of domestic systems of justice in providing protection, empowerment and redress to the victims of these emerging forms of global insecurity. They argue for the need of better international or supra-national institutional arrangements such as legal instruments and actions of the United Nations or regional organizations such as the European Union. In part I Jan Van Dijk and Rianne Letschert present an overview of trends in criminal victimization against the backdrop of globalization using a unique set of statistical indicators. By placing this issue in the framework of the human security concept, the authors draw out its broader political and normative implications. Theologist Ralf Bodelier explains how modern communication technologies have heightened sensitivities among the general public for human insecurities anywhere in the world. In his view, a new global conscience is in the making that may become the cornerstone of international solidarity and action. Marc Groenhuijsen and Rianne Letschert describe the emergence of national and international legal and institutional arrangements to offer remedies to victims of crime in an era of globalization. In part II a selection of experts analyse the specific issues surrounding the protection and empowerment of victims of different types of international crimes such as human trafficking, organised crime/corruption, terrorism, global corporate crime and cross border environmental crimes. In part III focused attention is givento the special challenges and opportunities of protecting and assisting crime victims in cyberspace. Part IV deals with emerging victim issues in humanitarian law such as the accountability of private military companies and the implementation of the ambitious victim provisions in the statute of the International Criminal Court including the establishment of a global fund for reparations. In the final part of the book some of its core authors formulate their ideas about the international institutional arrangements that should be put in place to offer justice to the victims of globalization. A concrete proposal is made for the transformation of the United Nations 1985 Declaration on the Principles of Justice for Victims of Crime and Abuse of Power into a full-fledged UN convention. In the final chapter further proposals are made for the increased involvement of regional organisations such as the European Union in the protection of victims of global crime.

Der vorliegende Kommentar zur Bauordnung für Berlin vom 28. Februar 1985 (GVBI. S. 522) kann nur unter Vorbehalt als die 4. Auflage des Kommentars zur Bauordnung für Berlin vom 29. Juli 1966 (GVBI. S. 1175) bezeichnet werden, de­ ren Neufassungen vom 13. Februar 1971 (GVBI. S. 456) und vom 1. Juli 1979 (GVBI. S. 898) zu der 2. und 3. jeweils vollständig neu bearbeiteten Auflage des Kommentars Veranlassung gegeben hatten. Denn die BauO Bin 1985 ist ein grundlegend neues Gesetzgebungswerk. Sie hält sich weitgehend an die Mu­ sterbauordnung vom 11. Dezember 1981, die ihrerseits zur Vereinfachung, Beschleunigung und Verbilligung des Verfahrens und zur erleichterten Handha­ bung des materiellen Bauordnungsrechts mit einer großen Zahl von Änderungen und Neuregelungen aufwartete. Von den Verfassern des Kommentars zur Bauordnung für Belin 1979 sind zwei ausgeschieden: Herr Regierungsdirektor Ernst-Günter Pflug ist verstorben, Herr Senatsdirigent a.D. Prof. Hans Förster hat seine Mitarbeit aus gesundheitlichen Erwägungen einstellen müssen. Den beiden ausgeschiedenen Mitarbeitern, ins­ besondere Herrn Prof. Hans Förster, der als Begründer dieser Kommentarreihe mit seinem umfassenden und fundierten Wissen des Baurechts und seiner lang­ jährigen praktischen Betätigung auf diesem Gebiet dieses Werk außergewöhn­ lich gefördert hat, sei an dieser Stelle für die Mitarbeit herzlichst gedankt. Als neue Mitarbeiter konnten gewonnen werden: Herr Prof. Dr. Dieter Wilke, Or­ dinarius an der Freien Universität Berlin und Richter im Nebenamt am Oberver­ waltungsgericht Berlin sowie der Richter am Oberverwaltungsgericht Berlin Hans-Jürgen Dageförde, der seit 12 Jahren dem für Bausachen zuständigen 2. Senat angehört.
